AARP & IRS SPONSORED "TAX-AIDE PROGRAM"

This is a nationwide tax preparation service, sponsored by AARP and IRS, that provides free income tax preparation, free electronic filing, and answers tax questions with the help of 32,000 volunteers nationwide. This program is intended to serve low- and middle-income taxpayers, with special attention to those ages 60 and older. IRS provided software is used for all tax returns. All counselors are certified, having passed three levels of IRS testing. All information is strictly confidential.

Holiday Island Suburban Improvement District

2011 Reassessment of Benefits

 

Unlike municipalities, which predominantly rely on sales and ad valorem real property taxes to fund necessary public improvements and operations, the primary source of income for suburban improvement districts is the collection of an annual assessment levy from the owners of all properties located within the district's boundaries.  This assessment levy is adopted annually by the district's board of commissioners in the course of adopting each year's annual operating budget, and is based on the establishment of an "assessment of benefits and damages" report for all properties within the district. 

 

Suburban improvement districts are charged with appointing an assessor who shall "assess the benefits which will accrue to the real property within the district" against the value of those same properties prior to any public improvement (A.C.A.  14-92-225).   Essentially, the district assessor is charged with determining the prorated value of all public improvements provided to each property owner within the defined boundaries of the district based on location, usage and property zoning classification.  The assessor determines the value of each property with all public improvements in place compared to the value of that property if the improvements did not exist; the difference between these two values is known as "assessed benefits."  The annual assessment levy is established each year, in an amount not to exceed ten percent (10%) for any one (1) year of the assessed benefits outlined in the report (A.C.A.  14-92-228). 

 

The last reassessment of benefits commissioned by the district was in 1993; Mr. Tom Hopper with Crafton Tull Engineering was appointed at that time as assessor for the district.  Since the completion of the 1993 reassessment, significant capital improvements have been completed, including a $360,000 reconstruction of the 18-hole golf course maintenance facility, a $290,000 golf course irrigation well installation, $450,000 in miscellaneous recreation center improvements, a $250,000 district administrative office purchase and a $5.6 million wastewater treatment plant expansion and upgrade.  With the addition of these and numerous other public improvements, along with increases in other costs to the district, the board of commissioners has determined that public benefits have changed substantially, and that a new reassessment is required. 

 

At its Regular meeting on February 28, 2011, the board of commissioners approved resolution no. 208, appointing Mr. Thomas E. Reed of Reed & Associates, Inc. of Fayetteville, Arkansas as District Assessor, and ordered the completion of a reassessment of benefits report.  Mr. Reed has completed his report, and presented the document to the board in early-September.  Below is a summary of property classifications and assessed benefits:

Holiday Island property owners were heard on their assessed benefits at an equalization hearing between the hours of 9:00 a.m. through noon, and 5:00 p.m. through 8:00 p.m. at the Holiday Island Clubhouse Ballroom, 1 Country Club Drive, Holiday Island, Arkansas on Tuesday, November 1, 2011.
